If you start with 100 wood build a market and gather 50 wood/coin to get hunting dogs. Otherwise put all your vills on hunts and try to herd in as many as possible because sioux are a very food heavy civ. You can sometimes go early market with a coin start and a nice 80 wood treasure by your town center. Age with 400 wood.
Transition
If you didn't market start then put like 7 vills on wood, 2 on gold and the rest on food. Once you get a market up research hunting dogs then put 4 wood vills on coin and the rest on food (if you are going bow riders then put all the wood vills on coin).
Age Two
When you age use 200 of the 400 wood to build a stable and the rest to research steel traps and placer mines. When your stable is up start producing axe riders/bow riders. Your first card should be 5 vills, second card should be spice trade, third card should be cavalry hitpoints/attack or the bison if you are in need of hunts. Keep producing cavalry and send 700 coin when you are ready to go age three. Age with the bison.
Transition
Gather 200 wood for your upgrade.
Age Three
Your cards should be in the order of cavalry combat, then mustangs (build a second stable when this arrives), then 1000 wood, build two other TCs and a firepit. Put the fire pit on production dance and put 7-18 vills on it. When you get 99 vills try to age again and again or else cave box and siege dance the other people mwahaha.
Other strategies involving trade posts...
If you start with 100 wood and go early market you can chose to gather the wood for a tradepost in transition. This allows you to card your cavalry much faster and perhaps send 700 coin age two so you can go age three.
If you play at patagonia you can send 3 trade posts in front of 5 vills and do similar.
